I have not analyzed tickets #1767 and #1768. But in this particular ticket,
AMFD (2n FSM) should be fixed for not sending redundant delete.

The tickets #1767, #1768 are also about failover during admin operation, that
will be giving to amfnd extra su_si messages which are unexpected in admin
operation sequence.
There possibly could be other scenarios that run into this situation -

During lock operation of SU4 on PL-4, its component delays remove callback. But
by this time SU5 on PL-5 has already become active. Now PL-5 is rebooted, AMFD
