Analysis:
There are two problems:
1. Amfd crash during quisced callback.
2. Standby not joining the cluster.
#2 has been solved as part of #708 as clm track would be started.
#1 has come because Amfd was stuck in avd_imm_applier_set for more than 1 min.
So, moving this ticket to Imm to verify why

This issue is also seen in 4.3.2 changeset 5143. The reason for the controller
to go for reboot during switchover is the csisetcallbacktimeout of logd. Traces
are not available during the time. Will raise a new issue for the logd if seen
again. Once the controller went for reboot, it never joine
