Why could NSTIC be called a smart card standard?
Well, because a flexible scheme for strong authentication requires that
you can distribute credentials (of various kinds) on-line directly to users.

Since this is not doable using existing browsers and smart cards, NSTIC will
(if it prevails), indirectly create a new smart card standard.

Or to be more precise: Force/fund vendors creating an interoperable
scheme for provisioning credentials, be it to smart cards or to mobile
computing devices.
