You must have at least one app added to your account, or the Apps
section of the Navbar will not be shown. So you have to go to /
MyApps.aspx first, and add an app. BTW, if you delete all your apps,
the Apps section will disappear again.

Yep, Mak is correct; apps are now added and removed by clicking the
"edit" link to the right of the Apps heading. If you're signed into
http://sandbox.orkut.com but the Apps heading doesn't appear, you can
manage your applications by navigating to http://sandbox.orkut.com/MyApps.aspx
directly.

There is an edit link just above the application list. click on that.
