Once you have built your app according to the orkut guidelines (http://code.google.com/apis/orkut/docs/orkutdevguidelines.html) and tested it on sandbox.orkut, you can submit your app to the orkut directory via the form: http://sandbox.orkut.com/Main#AppDirectorySubmit.aspx
This will send the app to a reviewer, who reviews your app and sends you an email on whether the app was approved or not. If the app was not approved, the email will explain why it was rejected.
