To create ISO image:
mkisofs -o xxx.iso -J -R /full-path-to-data/
To burn the CD:
cdrw -i /full-path/xxx.iso

Use readcd(1) to read the CD/DVD and write it into a file.
Then write this again to CD/DVD using cdrecord.
