portmapper which should involve minimal code changes as there are inherent
dependencies with other system..

The portmapper and rpcbind do not assign ports; they *register* port
assignments.
An application which wants to use a specific port will need to bind
to that

Exactly what problem are you trying to solve by doing this ?
