The big advantage I see for a community CCD is up-to-date and compiled
against the latest Nevada release, rather than "add duplication".
(There have been duplications between the CCD and /usr/sfw in the past,
notably gcc).

And when it finds that certain /usr/sfw or more tightly integrated
bits need to be updated, this can be driven from the CCD community
directly, keeping the tight integration (duplicating a newer
version on the CCD should never be done)
