Hi Li Qiang,
If you follow the instructions it'll give you the shut down at the
start menu you were asking for. Just edit the file and insert the values
Steve provides in the sections (for instance search for [daemon]). I
followed the instructions Steve provided and they worked great!
There is no button in the logon screen to shutdown the system.
Sometimes I chose restart by mistak, but I cannot shutdown at the logon screen,
no button for me. The only short way is power off.
I have osol 2008.11 installed.

This feature is disabled by default. Have a look at
http://defect.opensolaris.org/bz/show_bug.cgi?id=1166
If you want to re-enable the 'shutdown' and 'restart' buttons on the login
screen do this:
* Edit the /etc/X11/gdm/custom.conf file and add the following under the
'daemon' and 'greeter'
