This is the clue: it's stuck in rekeying:
I was able to reproduce with:
$ ssh -o rekeylimit="1G 15s" -vvv server
$ sudo kill -STOP [sshd_pid]

An update... this still happens from time to time in 7.5p1 ...
But I don't know how to properly reproduce it. Usually it happens when
the network went down ... but not always.
