The files in "include/openssl" get populated at configure time and are not
necessary to successfully build and install openssl.

Hello,
the latest tarballs openssl-0.9.8zh.tar.gz, openssl-1.0.0t.tar.gz,
openssl-1.0.1q.tar.gz, openssl-1.0.2e.tar.gz (re-released versions)
are missing all the public header files in "include/openssl".
The older releases (0.9.9zg, 1.0.0s, 1.0.1p, 1.0.2d) where ok.
