Works also with cross compile, closes #1415!
A minor fix is attached. The prefix must be enclosed with brackets as
when $$x$(y), the y is translated first.
Just for my reminder:
./Configure --prefix=// --cross-compile-prefix=mingw32- shared mingw
make install INSTALL_PREFIX=/tmp/w32
