I think it's better to use rootwrap in sudoers :

cinder ALL = (root) NOPASSWD: /usr/bin/cinder-rootwrap
/etc/cinder/rootwrap.conf *
quantum ALL = (root) NOPASSWD: /usr/bin/quantum-rootwrap
