I now consider this change to be no longer a Work in Progress.
I do however expect more patches to this change once there's been more reviews
and consideration of the points below.
The vagrant/Puppet test environment described builds a clean VM with
Phabricator/Pholio

On Friday we landed a patch in TripleO to deploy Ironic API in WSGI with Apache.
Since then, our baremetal CI jobs were failing randomly, and a lot of
time, with an exception.
I decided to revert the patch to bring our CI back:

I'd like to ask you for review+merge of bugfix which limits ntp-wait tries
to 100 instead of current 1000. These long tries cause timeout of 100
minutes and breaks TripleO jobs.
