the concept does exists
cinder manages them, you have to configure cinder with the
corresponding backend where do you want to actually store the volumes

Is there a concept of a storage pool ( from which volumes can be
allocated) ? I am looking for the equivalent of Cloudstack's pool (
https://cloudstack.apache.org/docs/api/apidocs-4.0.0/root_admin/createStoragePool.html)
but so far I haven't found it in Open Stack.
