Yes, I'm not sure if it's in the GUI, but on the CLI you should be able to
specify the --floating-ip-address option.

Hi, I associated a floating IP to a project by accident and it should have been
associated with another. Releasing the IP from the project does not allow me
associate it to another project.. the number just increases.
How can i clear the IP out of the association pool so i can re-associate it?
