There was a discussion about the behaviour of admin_state_up. You can

Changing admin_state_up from True to False will break dhcp. it will remove

As far as I know, there is a spec and feature for external dhcp server
configuration but *just for ironic project* (bare metal installation).
Btw, I have not tested it yet.
