I want to draw some attention to the fact, that install_libvirt function
now (since https://review.openstack.org/#/c/438325 landed)
only works for Centos 7, but not for other RHEL-based distributions:
Virtuozzo and, probably, RHEV.
Both of above have own version for qemu-kvm

Last time I created Third-Party CI in new environment, I faced
difficulties installing Jenkins by puppet-jenkins:
1) It really doesn't allow to pin Jenkins version, due to bug (or lack
of functionality) in Jenkins infrastructure:

BTW, is there any plan to workaround this in puppet-jenkins?

The update somehow led to Zuul not passing environment variables like
