There are lbaas packages in Ubuntu 16.04 so you don't need to pipinstall
anything.
I tried to install lbaasv2 but horizon does not manage it so I finally
installed lbaasv1.
I use OpenVSwitch. Look for "lbaas" in this file:
is also Ubuntu but it will be Ubuntu, CentOs and Debian.
