We've recently had a little disagreement in the glance team about the
appropriate log levels for http requests that end up failing due to user
errors. An example would be a request to get an image that does not exist,
which results in a 404 Not Found request.

In principle I don't think these changes need FFE, because they aren't
really features so much as fixes for better logging and
internationalization.

libraries should decouple their useful bits from any configuration
assumptions. Much of the code already allows use without requiring you to
adopt configuration code. But we should make all of it like that.
