try to disable the selinux module. I can setup devstack env on my fedora
machine with selinux disabled
on my fedora machine, selinux is disable, and port 5000 look likes are
still used by selinux,
[ray@fedora devstack]$ sudo semanage port -l|grep 5000
cluster_port_t tcp 5149,

I agree with that 'trigger' should not be put in workbook. in current
implement, it's hard to get the execution context while schedule trigger.
Here is one bug to complain about missing context.

1) Just remove 'reattach' in file 'cinder/bin/cinder-manage'. I didn't find
any reference to this call. it's om to remove it.
2) If we keep it, 'reattach' function in cinder-manage will be moved to
