We're making good progress. Some of the important parts of the
global job changes are in place. There are still a lot of open
patches to add the lower-constraints jobs to repos, however.

Back in Barcelona for the Ocata summit I presented a rough outline
of a plan for us to change the way we manage dependencies across
projects so that we can stop syncing them [1]. We've made some
progress, and I think it's time to finish the work so I'm volunteering
to take some of it up during Rock
