That's a bug! I'm not aware of anybody working on it, and I don't see any
old bugs open for it. A suitable fix would be very welcome

Currently when cinder creates a volume with an encrypted volume type from an
image(which is unencrypted), it just reads data from image, and writes them
Into the volume.
As a result the encrypted volume contains unencrypted data, and Nova fails to
boot from the volume.
