Noticed that https://review.openstack.org/#/c/145626/ failed tests.
That's kind of curious, as all it does is alter HACKING.rst.
Investigation of the test failures[1] showed some UTF-8 decoding errors
that appeared to be coming from oslo_concurrency/processutils.py. Any
ideas?

We are waiting for https://review.openstack.org/#/c/146940/ to land.
then cut a fresh oslo.concurrency version.
There's another requirements change as well, which when landed can help.
