python-monascaclient 1.12.0 paired with osc-lib 1.11.0 seems to experience a problem around Session. python-monascaclient 1.12.1 fixes the issue [1]. So I'd like to bump congress requirements to python-monascaclient>=1.12.1 if it is not disruptive to packaging [2]. If it is disruptive, we can
