etcd 3.1.4 is in Debian/sid while we use Debian/stretch in Kolla.
Ubuntu/xenial has version 2.2.5 which may be too old.

Yes, we need ubuntu/debian packagers to please package etcd3.
Right now, devstack uses either github [1] or the tarballs [2] to pick
up etcd3 and installs it.
