The existing meeting time on Monday has never worked well for me. We could
follow what other working groups have done, having alternating meeting
times to accommodate everyone.

Actually, i have setup CI without proxy successfully, but i have another
requirement from my boss to setup proxy run behind our company proxy. I
think zuul doesn't support configure proxy now. I just ask this question to
confirm my assumption.

+ better: 20:00 -- 01:00 UTC
As for having alternating meetings vs. two different meeting times on the
same week, I am leaning towards alternating. I have no strong opinion on
this though.

UTC 7:00 AM to UTC9:00, or UTC11:30 to UTC13:00 is ideal time for china.
if there is no time slot there, just pick up any time between UTC 7:00 AM to
UCT 13:00. ( UTC9:00 to UTC 11:30 is on road to home and dinner.)
