configuration may not be enough. Look at your system ulimit, or in or
around /etc/sysconfig/limits.conf where a system-level governor is defined
for max_connections (on centos).

AFAIK, there is still no Horizon support for fwaas v2 (this was the
case in Mitaka). You'll have to go through the neutron or openstack
CLI.
