We also run Pacemaker/Corosync clusters inside OpenStack instances (in
project/self service networks). Our clusters are formed by 3 instances each and
run in production currently. We didn't see any problems with migrations,
handmade or triggered by Pacemaker.

plattform but don't see more RAM consumption than on our Kilo one.
Also what specs does your controllers have, how many compute nodes are in your
platform?

we use a shared NFS Export to save images to Glance. That enables HA in (imho)
the simplest way.
For your setting you could use something like a hourly/daily/whenever rsync job
and set the 'second' Glance node to passive/standby in the load balancing. Also
