This was true for 10.2 but the repository handling in 10.3 was improved a

Yes, that's true, but you just pick out your old modem from the cupboard, and try updating anything using the modem. Then we talk.

Now add to the equation a metered connection, pay per minute. Add bad, long, rural lines. Some rural places use a cellular fixed telephone, meaning even lower bandwidth.
