Factory is built with rebuild=local, so packages are only rebuilt when

qemu-arm (on an x86_64 machine).

No, you only need that if you want to build with a full-system emulator.

jupp, it worked. my prjconf still needs a little tunung but i now have nice
ARM-RPMs on my OBS...
next stop: building kiwi configs...
