As far as I can see createrepo is not available anymore (on Beta6). Will
this be added later, or is it replaced? Or should I open a bugreport?

It might not be on the CDs, but it's part of the ftp tree.

No need to do so. apt4rpm has always been only in the FTP version and it
will stay that way. Createrepo is handled likewise.
