I have created a commit at https://github.com/rozmansi/tap-windows6/commit/edefe4fbcaa51b756cc069d53c81c8d36de71d08 to throw on command errors. But I'm struggling with Git and GitHub to make a PR for this commit alone.

VSTS comes with python 3.X as of the rest - you are right "The system cannot find ..." --> no errors --> no "*.sys" files same as App Veyor I agree that build script should fail on such builds buildtap.py MUST be upgraded to check error code of each command it invokes. Otherwise, you overlook failures of some steps.
