You can cross compile it or use mingw environment.
There is a script domake-win, or you can build by hand
using cross compiler, there is a sample at [1].

How to install the requested tools and compile OpenVpn.exe with mingw32

I would like to try to patch OpenVpn to make it aware of the
fact that windows is coming out of hibernation. (generate a signal to
