I would try this option: --connect-retry n
Perhaps set it to a small value or 1?

I have a question. We're using OpenVPN Connect 3.7.2 (4253) on Windows and
would like to disable auto reconnection when the connection is lost.
We use 2FA and have the following problem: If the connection drops briefly, the
VPN client repeatedly attempts to establish a connection.
