the problem is that PACKAGES flag is empty, it should show a series of packages separated by space. It looks like a bug and unfortunately I don't know how to fix it because I am busy on other fronts right now. If you could open a bug report at https://github.com/openwisp/ansible-openwisp2-imagegenerator/issues it would be helpful.
If you can't find a fix I suggest to compile manually.
