Since the FCC in the USA has voted to remove the Net Neutrality protection 
rules, the battle for Net Neutrality has started again.

I believe the best way to win this battle is to spread the idea that a the 
internet should be owned and operated by a majority of individuals who 
believe that Net Neutrality is good for society. This also means having 
more community owned ISPs and small commercial ISPs collaborating with one 
another to offer a good alternative to giant TELCOs.

But in order to build this kind of infrastructure, people need tools and 
Open Source tools in this area suck really badly and we need to improve 
this.
