What do you think about maybe making it a little bit more uci-ish?
This should make it easier to integrate into LuCI later for instance.
And give the possibility to reconfigure things via the uci command line
tool and scripts, of course.

With this commit configuration via uci, similiar to the one used for
OpenVPN, will be added to tinc.
Most of the parameters are working just as described in the official
manpages of tincd and tinc.conf as provided by its developer.
The only exceptions are 'enable' which if set to 0 or if not set
For instance two word city names will result in weird certificates.
Therefore adding the missing quotations.
