What's the average weekly work time required for the proposed job ?

Although I do fulfil most of your requirements, I never worked with Quagga, 
neither am a native English speaker. I also have a full-time job (and a few 
projects
of my own), so accepting other projects would depend mostly on your definition 
of "part-time". And objectives.

Side note: why kernel development on PPP area ? PPP implementation is quite 
stable, L2TP also seems to work well (well, to some extent).
