IIRC OpenWRT can also be flashed onto the DM200 with nmrpflash [1].

It's not an Arduino, it's a USB dongle to communicate with Arduino
(and any other embedded device's) TTL serial pins.
Search for "arduino USB-TTL dongle" on ebay or amazon to find this tool.
