You should be able to use local mirrors for deploying fuel:

It will not require connectivity to external repositories. In master branch of

I am trying to overcome this issue of proxy on nodes.
Briefly:
I am trying to run Fuel inside intel. And deployment is failing I believe at
the stage where each nodes are trying to access repo which is out on the
internet with the lack of proxy settings.
