The document seems to implicitly impose some constraints on the duration of counters and does not consider all the discontinuity times out there. There are some IPv6-specific matters that are worth to be considered (e.g., https://datatracker.ietf.org/doc/html/rfc7872). Of course, each time you mention TTL Hop Limit should be used for IPv6 :-) As a network may also include devices that act on L4, you need to clearly scope the model whether it includes/excludes such devices.
