I support this effort, however I think there is a need to adequately think the 
maintenance (e.g., future extensions) of the model. The document seems to 
implicitly impose some constraints on the duration of counters and does not 
consider all the discontinuity times out there.

There are some IPv6-specific matters that are worth to be considered (e.g., 
https://datatracker.ietf.org/doc/html/rfc7872). Of course, each time you 
mention TTL Hop Limit should be used for IPv6 :-)

As a network may also include devices that act on L4, you need to clearly scope 
the model whether it includes/excludes such devices.
