Industry: Government and Military Client: State of WI – DOT *Job Description:-* This position will provide program and project management services to support the WisDOT implementation of the STAR initiative. The State Transforming Agency Resources (STAR) initiative will consolidate IT systems and equipment for improved efficiency, consistency among state agencies, and modernization of the State’s IT infrastructure. The goal is to consolidate multiple outdated human resource, procurement and financial business systems into one efficient, transparent and modern enterprise-wide system to meet state government business needs. A comprehensive system will allow state agencies to effectively manage finance, budget, procurement, business intelligence and human resource functions. DOA is the lead agency for the STAR initiative. WisDOT is responsible for defining, developing, and implementing changes needed to its internal business processes and IT applications to support the implementation of STAR. The WisDOT STAR program is currently being planned. The Wisconsin Department of Administration is leading the effort from a statewide enterprise perspective, supplemented with consultants from Accenture. The schedule calls for deployment of PeopleSoft finance and procurement modules with HR/payroll and budget modules to follow. The WisDOT STAR program requires coordination and integration with both the new statewide PeopleSoft/ERP system as well as with existing internal DOT business applications, data, processes and systems. WisDOT is looking for a high-energy individual with significant experience as an Enterprise Program Manager. The Program Manager role is to oversee multiple concurrent IT projects, project managers and teams, coordinate the relationship between the various projects and develop and manage the overall STAR program implementation within WisDOT. This position works closely with WisDOT program managers representing the DOT business areas, with DOA STAR program managers, and with the Accenture integration team managers responsible for the product implementation. This position also works closely with and reports to senior executives overseeing WisDOT’s STAR related initiatives. *Qualifications: * Extensive program management experience is required. Highlight experience managing high risk - high visibility programs with broad impact, involving multiple, concurrent initiatives across a large organization. Experience with the development of financial, procurement, HR/payroll and budget systems is desired. DOT has custom applications in these functional areas using web (Java, VB, xml and web services) and mainframe (COBOL , DB2 and IMS) technologies. Experience in these technical areas, while not required, may be helpful. Candidates must have superior communication and organizational skills. *Program Management tasks: * • Perform as the IT Program Manager for the STAR Initiative. This involves coordinating all work done within the DOT Bureau of Information Technology Services supporting the Department’s implementation of STAR. • Meet (weekly) with DOT Executive leadership, reporting progress, issues, needs, risks, etc related to the STAR program implementation. • Function as the IT liaison between WisDOT, DOA, and Accenture consultants on topics related to the STAR initiative. • Meet with executive stakeholders, prepare presentations and deliver communications materials. • Work with WisDOT management and staff to define program and project scope, goals and objectives. • Define, develop and initiate an overall program plan for the integration of STAR system functionality into WisDOT business systems and updating and integrating DOT business application systems as planned. • Manage the program and consolidate individual project activities into an overall program management plan. • Collaborate with business unit and IT staff on all aspects of the program. • Identify and manage program business requirements. • Develop program and project management artifacts including program and project plans, issue logs, risk and communication plans and an overall program schedule in accordance with WisDOT IT program management requirements. • Actively manage the program plan and schedule and update as required. *Recruitment information:* • In-person interview is preferred. • Schedule is M-F, 8 hours/day. • All candidates should be thoroughly vetted by their respective vendors. • WisDOT requests any vetting material used in the screening process. • A list of references should be provided at time of interview. • Fingerprinting and criminal background check is required • Start Date: immediate *TARGET PROFILE(S):* #1 - Local -- 8+ year Program Manager on IT Systems Delivery #2 - Non-Local -- 8+ year Program Manager with HR/Payroll, Fin, Procurement and/or PeopleSoft background *Core Skills:-* Project Management (PM) Program Management *Skills -- Need Majority:-* Enterprise Program Manager -- Experience leading a major business implementation effort (multiple, concurrent IT / business projects), program oversight, and coordination across all projects Experience and competence in assembling and managing a team of experts from a variety of disciplines and organizational levels to develop solutions to wide-ranging and sophisticated business challenges Extensive experience working with consultants and service providers in at least three major projects.
