You can have two users named "oracle" (the oracle
64-bit software owner) and "app1" (the app owner).
You will create 2 ORACLE_HOMEs, say
/u01/oracle/product/9.2/64bit and /u01/oracle/product/9.2/32bit. In the .profile
of the app1 owner, the ORACLE_HOME=/u01/oracle/product/9.2/32bi

If your 32-bit install of 9i is only a client install, it need not be in
the "dba" group. Of course, the
unix owner would be different from that of the 64-bit server install and
with a different ORACLE_HOME.
Use the 64-bit server install to startup and shutdown the database
instance.
