Without having better information (i.e. I assume you are running Oracle between 8.1.6 and 8.1.7.2), I would say that you are running into bug 1467871 fixed in 9i and patched in 8.1.7.3 and 4. The work around is to recreate your control file, thus loosing all your backup information stored in the co
nformation (like subscribing).
