TOAD Login Problem

Oracle 9i (9.0.1) on XP Professional on DELL 8200. TOAD VI freeware ver. 6.3.11.1g I keep gettint this error when I try to connect to 9i: Initialization error. Could not locate OCI dll I can connect using SQL*Plus with no problems. Any idea as to what the problem is with TOAD? Thanks much, Ke
