Also, remember a job must be broken before it can be removed.

No. Try using DBMS_IJOB.REMOVE. It is an undocumented package that can be
used by SYS or a DBA to remove other user's jobs. It is one of the DBAs
secret tools
and should not be shared with lesser mortals. If this code is violated, we
will find you! :)
