Which oracle version is your buildall.sql for? I just queried my 9i db and
got this:
SQL> select TABLESPACE_NAME from dba_tablespaces;
TABLESPACE_NAME

EXAMPLE

TOOLS

Where is "Undo" tablespace part in your build
Yes Im on Windows xp the script names and dir structure should be the
same though...

There's no db creation scripts for 9i seed database,9i DBCA uses template
to create sample database.DBCA templates located in
$ORACLE_HOME/assistants/dbca/templates,they are a set of XML files.If you
want db creation scripts ,DBCA can be used to generate them.
