*DATA WAREHOUSE STRATEGIC SCIENTIST*



*SUMMARY:*

The Data Warehouse Strategic Scientist (DWSS) will be instrumental in the
Commonwealth of Massachusetts’ rollout of the nationwide initiative of
payment reform via Accountable Care Organization (ACO) payment models. The
ACO model will drastically change the way healthcare is delivered to the
MassHealth population by moving away from a Fee for Service model to a
quality of care structure.

The DWSS will initially be responsible for providing a review of the
structure of the current EOHHS Data Warehouse. Based on this analysis the
DWSS will provide direction on ways to plan, design, program, and implement
new solutions to scale the current Data Warehouse to support robust and
expedient qualitative and quantitative business analysis. Additional
responsibilities include supervising teams to ensure the delivery of
quality data and business intelligence needs, and determining the best
database design for optimal performance and continued security for
sensitive health care data.

The DWSS will be responsible for implementation of short term and long-term
strategic plans to support the ACO implementation. The DWSS will be an
expert in the field of healthcare data analysis and state of the art “big
data” management and manipulation. This opportunity gives the right

The DWSS will work directly with the Director of the Data Warehouse and
will be joined by a team of consultants and an outside vendor (to be
determined). Ad-hoc and automated reporting and business intelligence will
be determined and incorporated for this project.

Overall, the DWSS will act as a thought leader on how to better utilize
SQL/NoSQL architectures (as appropriate) to improve our ability to develop
solutions for enabling enhanced analytics capabilities across the data
warehouse and especially to support the ACO initiative.

*SPECIFIC DUTIES*

   - Lead the development of the ACO data mart visualization and roadmap
   - Develop strategic 3 month, 6 month, 9 month, 12 month plans to build
   and support an Affordable Care Organization data mart which will be
   available to end users via a BI tool to be determined
   - Provide solution options for on premise and/or cloud hosted data
   warehouse/data warehouse as a service
   - Determine viability of specialized analytical performance enhancements
   such as columnar storage, in database analytics
   - Identify dynamically scalable infrastructure options for "right
   sizing" (ability to easily increase or decrease resources to support
   workload demands)
   - Research the applicability of  predictive modeling and data
   visualization techniques
   - Provide potential solutions for end-user self-service for basic query
   and ad-hoc analysis
   - Manage creation of necessary architecture deliverables including data
   models, data flow diagrams and reference architecture
   - ​Perform an analysis of the existing data warehouse current state to
   identify areas of improvement in processes, technology and resources and
   implements these improvements
   - Collaborate with IT management and business partners in implementing
   secure and reliable solutions
   - Make recommendations regarding development technologies, data systems,
   reporting tools and business intelligence platforms for new and ongoing
   projects and initiatives
   - Ensure that priorities are established and evaluated on an ongoing
   basis for systems modifications and requests from our user community
   - Evaluate and recommend hardware environment architectures to support
   business enhanced analytical needs
   - Assist with managing strategic vendor relationships
   - Identify efficient tools for business and clinical application design
   and development. Incorporate technology tools where appropriate
   - Perform other duties as required

*QUALIFICATIONS*

   - Thorough knowledge of data warehouse principles and techniques,
   including data modeling techniques such as normalization and dimensional
   modeling
   - Organization/Project Management
   - Logical/Mathematical thinking
   - Programming experience
   - Problem solving
   - Experience working in health care organizations
   - Analytical experience including requirements gathering, user case
   creation, agile methodology and testing
   - Medicaid or other healthcare experience



*PREFERRED QUALIFICATIONS*

   - ​​Awareness of current and emerging technologies for data management,
   analytics and business intelligence such as columnar databases, graph
   databases and NoSQL databases
   - R or comparable statistical software
   - Python or other general purpose language
   - Application Programming Interface (API) data access
   - BI/Dashboard experience
   - SQL and database design
   - SAS experience
   - ETL experience
   - Cognos experience
   - Excellent verbal and written communication skills
   - Strong organizational and documentation skills
   - Technical and Architecture Design skills a plus
   - Experience with data standards and security practices such as NIST,
   HIPAA
   - BS in Computer Science, Management or related degree, or equivalent
   experience
