Position: Sr.Mainframe Developer Location: Lancing, MI Duration:1 yr + 2 extensions A. Brief Description of Work Provide ongoing programming support for the LARA/UIA’s legacy applications and systems which support the UIA’s Benefit Services and Tax Departments. DTMB and LARA/UIA is starting the UIA Integrated Systems project and programming support for legacy applications and systems is needed throughout the project lifecycle. B. Background on the work requested The State of Michigan (SOM), Department of Licensing and Regulatory Affairs (LARA), Unemployment Insurance Agency (UIA), is responsible for disbursing Unemployment Insurance benefits to those workers who are eligible and collecting taxes from employers as defined in the Michigan Employment Security Act. Ongoing programming support is required for LARA/UIA's mainframe legacy applications and systems and also to support federally mandated programs including the ICON and Trust Fund Accounting systems. Currently, UIA is in the early phases of initiating a project to completely rewrite it Unemployment Insurance systems. It is anticipated that contractual support will be utilized for support of the mainframe environment while DTMB staff develop the new systems. C. Objectives The objective of this ITB is to secure one (1) Senior Programmer/ Analysts to provide ongoing programming support for UIA’s mainframe environment as well as the Oracle interfaces to it during the lifecycle of the UIA Integrated Systems Project. D. Agency technical environment for the work UIA’s technical environment is comprised of mainframe applications and other applications developed on non-mainframe platforms. The mainframe applications were developed using COBOL, CICS and IMS databases. The non-mainframe applications include Windows and Web-based Applications (using Microsoft technologies including .NET, ASP, VS and IIS with Oracle for database management and storage), Interactive Voice Response (IVR) systems (one connected to the mainframe and one to Oracle) to gather claims data, and passes some of these calls to a PBX and ACD system relying on intelligent routing, Oracle Forms/ Reports Applications, Access Applications and a Document Management (FileNET) and Workflow System. The mainframe applications are deployed on a system that is facility managed through IBM, at a location in Boulder, Colorado. The other applications use Sun Solaris (for Oracle Databases), Unix Servers (for IVR) and Windows Servers (for all other systems.) These servers are located at DTMB facilities in the Lansing, Michigan area. E. Description of the requested work, including deliverables and knowledge transfer The following is a list of representative tasks to be performed by the contractors: a. Meet weekly with UIA, other State staff, and contractors on current system implementation status, project background and objectives, developer and State responsibilities. b. The contractors will be required to act as mentors to DTMB technical staff in the client/server Oracle and other PC-based environments while UIA staff is being trained. The contractors may be required to design and implement Oracle systems, PC-based systems, troubleshoot application and hardware problems, and lead the design and development of Oracle databases. c. The contractors will be required to analyze, code and debug MVS COBOL/370, Oracle or Client/Server programs developed in MS-Access, JAVA, or whatever other software is identified. d. The contractors will be required to resolve problems related to the work assignments. e. The contractors will be required to act as troubleshooters, resource persons or mentors in IMS, CICS, or relational database software. F. The numbers of personnel by skill set (classification) One (1) Programmer – Analyst Senior Programmer-Analyst capabilities with 8 or more years of experience, relies on experience and judgment to plan and accomplish goals, performs a variety of complicated tasks, may lead and direct the work of others, may report directly to a project lead or manager, a wide degree of creativity and latitude is expected. G. Candidates will be evaluated on the following criteria: Plans, develops, tests, and documents computer programs, applying knowledge of programming techniques and computer systems: Evaluates user request for new or modified program, such as for financial or human resource management system, clinical research trial results, statistical study of traffic patterns, or analyzing and developing specifications for bridge design, to determine feasibility, cost and time required, compatibility with current system, and computer capabilities. Consults with user to identify current operating procedures and clarify program objectives. Reads manuals, periodicals, and technical reports to learn ways to develop programs that meet user requirements. Formulates plan outlining steps required to develop program, using structured analysis and design. Submits plans to user for approval. Prepares flowcharts and diagrams to illustrate sequence of steps program must follow and to describe logical operations involved. Designs computer terminal screen displays to accomplish goals of user request. Converts project specifications, using flowcharts and diagrams, into sequence of detailed instructions and logical steps for coding into language processable by computer, applying knowledge of computer programming techniques and computer languages. Enters program codes into computer system. Enters commands into computer to run and test program. Reads computer printouts or observes display screen to detect syntax or logic errors during program test, or uses diagnostic software to detect errors. Replaces, deletes, or modifies codes to correct errors. Analyzes, reviews, and alters program to increase operating efficiency or adapt to new requirements. Writes documentation to describe program development, logic, coding, and corrections. Writes manual for users to describe installation and operating procedures. Assists users to solve operating problems. Recreates steps taken by user to locate source of problem and rewrites program to correct errors. May use computer-aided software tools, such as flowchart design and code generation, in each stage of system development. May train users to use program. May oversee installation of hardware and software. May provide technical assistance to program users. May install and test program at user site. May monitor performance of program after implementation. May specialize in developing programs for business or technical applications. Senior Programmer/Analysts are expected to possess knowledge, skills and a minimum five years of experience with the following mainframe languages/products: • ISPF/TSO • MVS COBOL/370 • DMS (Screen Developer) • CICS • IMS • Information Management (InfoMan – problem tracking system) • ChangeMan (software development change control on IBM) • Expediter/TSO and Expediter/CICS (mainframe communications software) • Hourglass (testing software) • Jobscan (JCL debugger) • Zeke (automated job scheduler software) • Zebb (JCL automated recovery software) • Zara (tape manager) • BMC products (mainframe database debugger software) • AbendAid (debugging software) • Syncsort (mainframe sorting and report software) • Docutext (operations guide repository – IBM) • DataVantage (mainframe database update and report generator) • Finalist (post office address software) • Experience with Unemployment Insurance related systems In addition to the mainframe knowledge, skills, and experience listed above, at least one of the Senor Programmer/Analysts must also possess the following expertise: • 7 to 10 years of IT work experience working with a combination of mainframe and web-based environment • Documented knowledge of IBM and Oracle databases • Designer/2000 • Developer/2000 • Oracle Forms & Reports • Data Base Administration • Oracle system troubleshooting • Oracle programming/analysis • Oracle 10g • Database modeling • Database integration, interfacing, and replication • Visual Basic • JAVA • .NET • Visual Studios Software • FTP/IP (remote file access) Thanks & Regards, ANIL Infinite Computing Systems Inc.
